Gwagwalada Area Council has taken a significant step towards strengthening its internally generated revenue with the formal engagement of JS-B Inter Global Limited as Technical Partner for Revenue Collection (Tollgate Ticketing) at the Gwagwalada Main Market.

The development follows an application by the company to the Council and a subsequent interview and screening process, after which the Council approved the engagement, citing the company’s outstanding performance.

In an official letter dated 26 August 2026, the Council, through its Director of Administration, Abdullahi Yusuf, conveyed the approval to the Managing Director of JS-B Inter Global Limited on behalf of the Honourable Chairman.

The engagement is for a period of one year, commencing from the date the company accepts the offer. Under the arrangement, JS-B Inter Global Limited is empowered to collect the Council’s approved fees for tollgate ticketing in markets within Gwagwalada.

The partnership is expected to introduce greater structure, efficiency and accountability into the Council’s revenue collection process, particularly within the bustling commercial environment of Gwagwalada Main Market.

According to the terms contained in the engagement letter, the company is required to meet with the Council Treasurer for details concerning the assignment. Thereafter, the company is expected to work with the Council’s Legal Unit towards the signing of the formal agreement.

The Council also placed a clear financial responsibility on the technical partner, stating that all expenses incurred in the course of its operations will be the sole responsibility of the company.

JS-B Inter Global Limited has further been given one week from the receipt of the letter to formally indicate its acceptance of the engagement.

The move comes against the backdrop of growing emphasis on internally generated revenue as local governments seek to strengthen their financial capacity and reduce dependence on external allocations. For Gwagwalada Area Council, improving the efficiency of revenue collection could provide additional resources for addressing the needs of its rapidly developing communities.

The Gwagwalada Main Market occupies an important position in the economic life of the area, providing a platform for traders and businesses and serving residents from Gwagwalada and surrounding communities. Consequently, the administration of revenues generated from such a major commercial centre carries significance beyond routine ticket collection.

A well-organised revenue system can help reduce leakages, improve accountability and ensure that legitimate revenues due to the Council are properly captured. At the same time, transparency will be essential to maintaining the confidence of traders and other stakeholders.

The Council’s engagement with JS-B Inter Global Limited therefore represents more than a contractual arrangement. It is a test of how effectively a public institution and a private technical partner can work together to create a revenue collection system that is efficient, transparent and compliant with approved regulations.

For the partnership to deliver its intended impact, the implementation process will be closely watched by stakeholders. The ultimate measure of success will not simply be the amount collected, but whether the system promotes accountability, protects legitimate businesses from arbitrary charges and ensures that public revenue is properly accounted for.

With the engagement letter now issued, attention turns to implementation.

For Gwagwalada Area Council, the objective is clear: to strengthen its revenue base, improve collection efficiency and build a more dependable financial foundation for effective administration and development.
