In a recent press briefing held in Abuja, the Nigerian Civil Aviation Authority (NCAA) reminded travelers of their rights regarding delayed baggage. Captain Chris Najomo, the acting Director General of the NCAA, emphasized that passengers need to be more aware of the protections available to them. Representing Najomo at the briefing, Michael Achimugu, the NCAA’s Director of Public Affairs and Consumer Protection, explained the specifics of compensation for luggage delays.

Achimugu stated, “When a passenger’s baggage is delayed, they are entitled to an immediate needs payment of N10,000 for domestic flights and $170 for international flights while the airline conducts a search.” He clarified that airlines have a set period to locate and return baggage: between 1 to 7 days for domestic flights and 1 to 21 days for international ones.

For lost baggage, Achimugu explained, “A bag is considered lost if it hasn’t been found after 7 days on domestic flights and 21 days for international flights.” In such cases, domestic passengers are eligible for up to $1,000 in compensation, while international passengers may receive the equivalent of 1,288 Special Drawing Rights (SDR), a currency based on international valuations, subject to assessment by the airline’s insurance.

The NCAA also laid out timelines for refunds related to canceled flights. For tickets purchased in cash, refunds must be immediate, while those bought via bank teller or credit card should be processed within 14 days. Additionally, the NCAA imposes a fine of N5 million on airlines that fail to comply with refund regulations on canceled flights.

Achimugu further noted that the NCAA has made significant progress in resolving passenger complaints. “Of the 100 cases filed in September, 75 were resolved within 10 days, while others were addressed immediately,” he reported. The agency currently has a resolution rate of 65% for cases involving passenger issues.
