
On Tuesday, the Kano State House of Assembly passed a bill establishing second-class Emirates within the state. The legislative process began with the first reading of the proposed law during a plenary session on Monday.
The Governor’s Media Centre confirmed the passage of the law in a post on X, stating, “Kano State House of Assembly has passed a bill into law for the creation of 2nd class Emirates: Rano Emirate: Rano-Bunkure, Kibiya, Karaye Emirate: Karaye-Rogo, and Gaya Emirate: Gaya-Ajingi, Albas.” Following the second and third readings, Deputy Speaker Muhammad Butubutu motioned for the bill’s adoption and passage during a plenary session presided over by Speaker Jibril Falgore.
The newly established second-class emirates include Rano Emirate: Rano-Bunkure, Kibiya; Karaye Emirate: Karaye-Rogo; and Gaya Emirate: Gaya-Ajingi, Albasu. This development follows a two-year-long Emirship dispute between Emir Muhammad Sanusi II and Aminu Ado Bayero.
Previously, Justice Amina Adamu Aliyu of Kano State High Court 17 issued a perpetual order restraining Aminu Ado Bayero and four other dethroned Emirs from Bichi, Rano, Gaya, and Karaye emirates from representing themselves as Emirs. Justice Aliyu also barred Bayero and the others, along with their associates and appointees, from acting as Emirs of Kano, Bichi, Gaya, Rano, or Karaye.
Governor Abba Kabir Yusuf’s administration had sought a court order to prevent Bayero and the four Emirs from parading as traditional rulers and demanded they vacate their palaces within 48 hours of their deposition. However, Justice Aliyu clarified that the eviction issue of Aminu Ado Bayero from his Nasarawa palace falls under the jurisdiction of the Rent Tribunal, not her court. The judge also directed Bayero and the four others to hand over all traditional royal artifacts to the government and the current Emir of Kano, Muhammadu Sanusi II.
